Jeanne Holm: I think one of the challenges is one that we've just started to overcome, which is the change in agencies to move from securing data and keeping it closed and safe to opening it up for all these great ideas that we've just talked about. Earlier last year, President Obama put out the executive or that Zack mentioned which was that open is the new default for all data. On the other side of that is the challenge. All of that is great, but we also need to protect citizen's private data. We certainly don't want individual IRS records being made open and accessible in a JSON file. Nor do we want to open things that might harm national security. I think that there's an ongoing education within the government that is really looking at this balance between openness and privacy and really trying to make that as clear cut a decision as possible.
