Zach Goldstein: I put our challenges into two categories; what we have to do internally and what we have to do to advance the use of our data by others. Internally, we still have the problems of lots of data, have to move it around, have to secure it, so we make investments in our 10 gigabyte national network to move the data, we focus on data quality and usefulness... Meta data. But the challenges on the other side are formidable and that's why we are asking for ideas and we're going to be continuing to evaluate those ideas. How do you have an interface that allows massive use of the data we generate without impacting the performance inside of NOAA so that we can continue increasing warning times? JIm Flyzik: Right. Zach Goldstein: How do you make sure that you comply with the regulations on data quality as you lose control of the data? How do you govern the initiative? How do you measure its success? It's not simply about surely making data available, it's got to be about the use to which that data is put. The biggest challenge, which is why I started off by saying a few moments ago about looking for new business models, is how do you do the deal. This isn't the kind of thing where we're going to say, okay, here's a billion dollars, go build this and make it available to the public.
